1. To clear the reputation of illegal copyright use, i.e., a country to be watched in relation to intellectual property rights, within 3 years

¡°Planting the understanding of copyright protection in every individual, we will form the basis where the cultural content industry can grow to be strong. We will do our best to exclude the Republic of Korea from those countries being watched in relation to intellectual property rights at least within 3 years,¡± said Inchon YU, the minister of the Ministry of Culture, Sports and Tourism, in the interview concerning the governmental policy related to the intellectual property right protection.

The minister also emphasized that, ¡°we have been promoting the eradication of illegal copying to protect copyrights since the new government started and we will also strive to strengthen the on-line copyright law and to control illegal copying acts off-line.¡±

¡°However, there needs something more besides control. So, as a part of the project to strengthen the copyright education and information, we ask educators of universities and middle/high schools to educate students regarding copyrights. As the result, the major universities, such as Korea University, Yeungnam University and others, will establish and operate a cultural subject of copyrights from the second half of this year¡¦.It is more important to expand the education opportunity for, especially, young students¡¦To correct the understanding of copyrights is one of the goals that I want to achieve during my term of service,¡± the minister said.

2. Release the LED lighting solving three difficult problems

A product has appeared which simultaneously solves the quality, price and patent issues which are the biggest objects in supplying and expanding light-emitting diode (LED) lighting. The point that a Korean venture company has commercialized LED lighting remarked as being environment-friendly and a highly efficient light source based on the Korean company¡¯s own technology is expected to be a catalyst agent to activate the market.

On August 12, 2008, Wujin LED (CEO: Namgyu KIM), a Korean LED lighting specializing company, announced that they released a LED fluorescent lamp (Model No. WJPL-M5050P2-T10), which is capable of being substituted for the existing 40W fluorescent lamp, and another LED module (Model No. ST-PM50) through their research and development efforts for about one year and eight months.

The LED lighting manufactured by Wujin LED solved both of the price and patent barriers which are the most difficult problems.

Since the LED lighting is produced in a Chinese local factory, the price is lower by up to 30%, compared to the same level LED lighting from other companies. Wujin LED explained that since they have their own patent technologies, reaching 14 patents, they avoid patent problems with foreign LED companies.

3. Korea-US semiconductor research cooperation is cruising along

The research project jointly promoted by the Korea-US Semiconductor Industry-Academy-Research Consortium is cruising along as seen by the filing of 10 patent applications over the year since it started.

The semiconductor research institutions of both countries participating in the ¡°Korea-US International Cooperative Joint-Research Project¡¯ announced that they filed 10 patent applications related to R-RAM, Re-RAM, slurry, etcher and the like in the Republic of Korea and foreign countries.

The Korean companies including Samsung Electronics, Hynix Semiconductor, Atto and others filed 5 patent applications related to P-RAM and Re-RAM on the joint-research and development with Stanford University, Berkely University and others. It is expected to increase the technological competitiveness in the Korean non-memory semiconductor field which holds only 2% of the global market by securing the layout technology which is difficult to be secured independently in Korea. The semiconductor research association expected that, as the Korean companies early preoccupy the next-generation process original technology, specifically, such as non-volatile memory, copper interconnection and the like, they can exhibit a technological gap with competitor countries in the memory field.

The Korea semiconductor equipment companies including KC Tec., DMS and others filed 5 patent applications related to the development of slurry and etcher, based on the joint-development with Dallas University. These companies are highly evaluated in the points of jointly developing the prior art such as the next-generation nano process equipment at the 22~23 nano level and the like, building a global network of Korean small and medium companies in the field of equipments/materials, and preparing the basis to be independent. The semiconductor research association expected that the R&D and commercialization will be contributed to achieving the localization of equipments by 50% and the localization of materials by 75% which are aimed for 2015.

4. Semiconductor memory capacity is unlimited

- The technology of commercializing the 3-D integrated circuit (IC) is first developed in the world

The technology of increasing the semiconductor memory capacity has been developed by a Korean research team.

On August 11, 2008, the Ministry of Education, Science and Technology announced that National Nanofab Center (President: Heechul LEE) has first developed a technology of commercializing the 3D-IC which is capable of substituting the existing semiconductor production technology, jointly with BeSang, a US venture company (President: Sangyun lEE) and Stanford Nanofab (President: Yoshio Nishi).

This developed technology is characterized by significantly increasing the capacity by stacking semiconductor circuits not only to the left and right but also up and down.

In the conventional art by which a semiconductor is fabricated only on a single plan wafer, much more circuits should be integrated in a limited space, to increase the semiconductor memory capacity. However, when using the new technology, since much more semiconductors are produced on the same wafer area, the memory capacity increases and the cost decreases.

BeSang, the US venture company, which participated in the development, aims to finish the product packaging/mounting test in 2009 using the developed technology and to advance into the market. BeSang owns 3 original patents and has filed 25 patent applications. Nanofab Center filed 3 patent applications in Korea and other countries.
