1. A briefing session of the PCT system is held for Korean applicants
- KIPO easily guides the PCT system and listens to applicants using the PCT.
The Korean Intellectual Property Office (KIPO) and the World Intellectual Property Organization (WIPO) jointly held a briefing session of the Patent Cooperation Treaty (PCT) system in the KIPO Seoul Office on July 20, 2016, for Korean applicants who wish to obtain a patent right in a foreign country by filing an international application according to PCT.
The number of PCT international applications filed by Korean applicants rapidly increased after the Korean language was adopted as a language of publication of a PCT international application in 2007 and was about 14,500 in 2015 being in the fifth place following the USA, Japan, China and Germany.
This was the first briefing session of the PCT system hosted by KIPO and WIPO jointly, introducing the benefit(s) of a PCT international application, a case of outstanding use of a PCT international application, procedures of e-filing a PCT international application, KIPO’s service of an international search, etc. Further, KIPO and WIPO decided to listen to the difficulties of Korean applicants using the PCT.
2. The government will fully carry forward securing a standard patent in the field of future growth engines
In a 9th special committee of future growth engines held by a chairman of the special committee, KIPO, the Ministry of Science, ICT and Future Planning and the Ministry of Trade, Industry and Energy jointly published a promotion plan on the governmental department level, to secure a higher value-added standard patent.
The government carried forward the support policy for the last six (6) years, such that small and medium companies, universities and public research institutes performing R&D in the technological field related to international standards could secure standard patents.
Due to those efforts, the number of the standard patents declared to the three (3) International Organizations for Standardization by the Republic of Korea increased from 300 at the end of 2011 to 782 in 2015 (2.6 times), passing Germany and being in the fifth place in the rank of countries.
A small/medium company securing an international standard in the audio field was produced for the first time in the Republic of Korea. The number of companies and organizations having standard patents increased from 14 to 22, continuously showing visible results.
3. KIPO arrested a distributor of counterfeit train engine components
- The distributor imported counterfeit products made in China and supplied them to the Korea Railroad Corporation (KORAIL).
On July 14, 2016, the special police squad of trademarks (SPST) under KIPO announced that Kim (age: 65) was booked without detention on charges of violating the Korean Trademark Law. Kim supplied the counterfeit engine components produced in China to a Daejeon railroad vehicle maintenance agency of KORAIL.
According to SPST, Kim operating a business of distributing materials in Seoul is suspected of supplying the counterfeit engine components (the amount of a supply contract: 17,000,000 Korea Won) of Cummins to KORAIL twice from September 2014 to March 2015. Cummins which is an engine manufacturing company located in the USA has distribution corporations in about 190 countries in the world.
As a result of investigation by SPST, Kim concluded a bid contract with KORAIL in August 2014 to supply the Cummins genuine engine components used for a train named Mugunghwa-ho. After that, Kim imported counterfeit engine components produced in China and supplied the engine components corresponding to 17,000,000 Korea Won to KORAIL.
4. The number of patent applications related to a portable radioactivity measurement technology is increasing
- The number of patent applications related to a portable radioactivity measurement technology grafted with a mobile communication technology has increased.
According to KIPO, while the number of patent applications related to the radioactivity measurement technology has continued to increase, the number of patent applications related to a portable radioactivity measurement technology has also steadily increased.
The number of the patent applications of the radioactivity measurement technology was 48 in 2010, 80 in 2011 with an increase of 66.7%, 108 in 2012, 124 in 2013 and 143 in 2014 showing a continuous increase tendency.
Among these applications, the number of the patent applications related to the portable radioactivity measurement technology was only 3 in 2010, sharply increased to 11 in 2011, decreased to 4 in 2012 and relatively steadily increased to 9 in 2013 and 10 in 2014.
In the past, the portable radioactivity measurement technology was developed and focused on the technique to make a small deivce and light to increase portability. However, beyond that, these days, this technology has been developed to meet with the development of the mobile communication technology. That is, the portable radioactivity measurement technology has been applied with a wireless communication technology, such as a mobile terminal like a smart phone, wireless communication, central server and database and network technology. The development of the portable radioactivity measurement technology is characterized in that a user measures radioactivity by using a radioactivity measuring device and transmits a measured result to a monitoring device in real time and furthermore shares a diversity of information including the radioactivity information by forming a network with a plurality of mobile terminals.
