1. KIPO concluded a MOU on IP cooperation with Russia

- The two countries agreed to provide a Patent Prosecution Highway (PPH) and traditional knowledge database (DB)

The Commissioner¡¯s meeting of the Korean Intellectual Property Office (KIPO) and Federal Institute of Industrial Property (FIPS) (Russian Patent Office) was held in Daejeon, the Republic of Korea, on February 27, 2014 (Thursday). In the meeting, the two concluded a memorandum of understanding (MOU) on a comprehensive cooperation in the intellectual property (IP) field.

This MOU included contents to strengthen the mutual cooperation in the PPH in which the two countries are recently positively interested, the exchange of patent information, the service of providing traditional knowledge DB and the field of IP education as well as the existing cooperation such as joint prior art searches.

Specifically, the PCT-PPH cooperation is expected to increase the filings of IP applications between the two countries. The exchange of IP data is considered to enhance the examination efficiency of the two countries and to meet with the demand of an applicant who wants to use Russian patent information.


2. The number of mobile shopping-related patent applications has rapidly increased

As the interest in mobile shopping has increased, the number of mobile shopping-related patent applications has rapidly increased. Today, the mobile revolution is strong in the broad fields, such as games, internet surfing, social networks, etc. It is not exceptional in mobile shopping.

According to KIPO, the number of the mobile shopping-related patent applications was 22 in 2009, 33 in 2010, 27 in 2011, 51 in 2012 and 57 in 2013 showing a rapid increase.

Mobile shopping is supported by the general wireless communication-based technology, such as terminals, wireless communications, web servers and databases, security technologies, etc. Among these, the fields where patent applications are concentrated are the mobile transaction system including mobile advertisements, the configuration of a mobile screen optimized for a mobile device, information providing technology, and technology of settlement and authentication for transactional security.

Recently the number of patent applications to realize the hybrid shopping of mobile shopping and offline shopping has steadily increased. For example, these applications are related to the technology of connecting social network services (SNS) and mobile shopping, the technology of connecting a mobile device and an offline store or a delivery place, the technology of an electronic tag and electronic wallet for offline settlement, etc.

In mobile shopping, there are still many problems to be solved. For example, Active X which is controversial in memory occupancy and security issue is still required, user experience in the inconvenience caused by a small-sized touch pad and screen, and the security in wireless communications is relatively weak, etc.


3. KIPO held a ¡®symposium of a 3D printing IP right¡¯ and a new technology seminar

The 3D printing technology has been spotlighted in the world as using technologies in diverse fields (such as software, mechanics; materials, electronics, bio, etc.) together and thus has a great ripple effect in many different industrial fields.

KIPO held the symposium on the ¡®3D printing-related IP trend and new technology¡¯ in the International Intellectual property Training Institute in Daejeon, the Republic of Korea, on February 20 and 21.

In this organizing symposium, there were presented business strategies and cases using a 3D printer, 3D printing latest technology trends, and strategies of obtaining IP rights according to the spread of 3D printers.

Following the symposium, the seminar for 3D printing-related technology detailing new technologies was held. In the seminar, there were presented a 3D metal printing technology, bio-3D printing technology, nano-3D printing technology, 3D printing layering (laminating) technology by materials, and new service business items, profit models and cases using 3D printers.


4. China has run for a 1st place in the world in filing IP applications

- The number of IP applications including about 820,000 patent applications filed with SIPO has passed 4,000,000 in 2013

According to KIPO, the State Intellectual Property Office (SIPO) of the People¡¯s Republic of China published that the number of Chinese patent applications filed in 2013 was 825,136, passing 800,000 for the first time. This is the number increasing by 26.4% compared with the previous year. This is about four times the number of Korean patent applications which is 4th place in the world ranking of filing patent applications.

China went to the top in 2011 beating the US being 1st place in the number of filing patent applications. Since that, the number of the Chinese patent applications exceeded 600,000 in 2012 and passed 800,000 just over the one (1) year, thereby more and more widening a gap between China and the major advanced countries including the US.

The total number of all patent, utility model, design and trademark applications was 4,259,061, passing for the first time 4,000,000 to overpoweringly keep 1st place in the world ranking. This is an enormous number reaching about ten (10) times the total number of all Korean applications.

According to the Chinese government, it accomplished the IP secured loans of about 63.8 billion-yuan (about 11.2 trillion Korea won) up to the present since it operated for the first time the IP security business on a trial basis in 2008. It also announced that an annual average growth rate has been about 112%.
