1. A patent application for a thesis or in a foreign language can be filed

- KIPO (Korean Intellectual Property Office) held a public hearing on a revised bill of the Patent Law reflecting the contents of the Patent Law Treaty and a notice of legislation thereof

KIPO held a public hearing regarding a revised bill of the Patent Law. This revised bill of the Patent Law has reflected the contents of the Patent Law Treaty (PLT) aiming at the unification of the patent system of each country.

This revised bill of the Patent Law reflecting the PLT includes the contents of greatly liberalizing the filing format, making possible to file a patent application in a thesis or a foreign language format in the future. It also allows to continuously proceed with the procedures regarding an application that may lapse by a failure of meeting a deadline, thereby expanding the opportunity for an applicant to obtain a patent right of the application.

This revised bill of the Patent Law has also reflected system improvements for the convenience of a patent client, recent precedents and changes in other laws. Further, in this revised bill, legal terms in difficult Chinese characters have been changed into Korean wording, and long and complicated sentences have been rewritten so as to be concise and clear.

This public hearing was held for the second time prior to the notice of legislation of the revised bill of the Patent Law reflecting the experts¡¯ opinions in the first public hearing held in November last year and the opinions from all walks of life thereafter. Through the second public hearing, it is expected to enhance the understanding of the people regarding the direction of promoting the revision of the Patent Law which has been performed on the largest scale after 1990. It is also expected to collect various opinions from applicants, agents, academic world and so on.

2. Now, mobile phones are wirelessly charged

- The number of patent applications related to a magnetic resonance wireless charging technique

A smartphone is automatically charged by placing it at a desired place. The number of patent applications related to the wireless charging technique which supplies power to a portable device or charges it wirelessly, has increased.

KIPO published that the number of patent applications related to the wireless charging technique increased by more than 50% every year for the last five (5) years. Specially, the number of patent applications related to the magnetic resonance wireless charging technique with a broad charging range rapidly increased from 1 in 2006 to 65 in 2010.

As diverse portable devices, such as smartphones and tablet PCs, among others, are expansively supplied, the consumers¡¯ demand for charging convenience becomes greater. Accordingly, companies have actively started developing the wireless charging technique.

In view of the application distribution by technologies, 58% applications are related to a electromagnetic induction method wherein a portable device is charged by just placing it on a charging pad, and 42% applications are related to a magnetic resonance method wherein a portable device is freely charged at a charging distance of several meters apart.

Classified by applicants, big companies have 41% of the total applications, medium/small companies have 20%, and universities/institutes have 16%. Specifically, in the case of the magnetic resonance wireless charging technique, big companies have 59%, indicating that the big companies actively file the applications.

3. The ¡®Internet patent publications¡¯ which were for the first time published in the world have the 10th anniversary

- 3,250,000 cases were published for ten (10) years, having the effect of budget reduction of 393 billion Korea Won

KIPO held a celebration for the 10th anniversary of the internet patent publications that the Republic of Korea for the first time published in the world. The celebration was held on July 4 (Mon.) in the Council Chamber (3-dong, room no. 204) in the Daejeon Government Complex. People related to the intellectual property service industries attended the celebration, to highlight the results and to seek directions for future development.

KIPO annually publishes about 300,000 publications in a total of eight (8) different formats (laid-open patent publications, registered design publication and the like). Inventions filed in applications are open so that ordinary people can use the inventions. KIPO provides the published publications to the people through the patent information search system and supplies the publications to 33 organizations at home and abroad.

Since the publications were published through the Internet, rather than in books for the last ten (10) years, about 393 billion Korea Won was saved. Further, the publication period was greatly shortened from one (1) month at that time of publishing paper publications to five (5) days, by fast opening the technologies and therefore highly contributing to the national technological development.

Meanwhile, the ¡®patent document digitalization center/service¡¯ has its 10th opening anniversary in January this year, together with the internet patent publication publishing. In addition, the number of visitors to the Korea Intellectual Property Rights Information Service (KIPRIS) is expected to reach about one billion people this coming December. Thus, this year is truly meaningful in patent information. Celebrating these three, this celebration event had a diversity of exhibits and booths, so that visitors can easily understand from the past to future developed patent publications, and a series of processes from the generation, processing, service and use of patent information. Specially, people can directly experience the digitalization process including an optical character reader (OCR) and a patent information service for a tablet PC. ¡¡
